If you remember all of your customizations enough to do them again, you can start Audacity from First Birthday by trashing the preferences file. No need to reinstall software. You can change the Audacity default.
Edit > Preferences > Quality > Sample Rate > Other > Type in 6000. My Audacity allowed me to do that. The whole of Audacity is now running at 6000, so be careful.

I think we'd get a lot more information from a FLAC compressed segment of the actual show. You can't go over about 1MB or so, so it needs to be brief.

You can make the meters much easier to see in Audacity 1.3.12 by click and dragging them bigger with the handle on the right of the meter. The other tools will get out of the way as you pull.

Oh, so you're not dealing with DTMF. This is really Dial Tone as in Off-Hook Notification Tone. Did you try recording one from someone with a land-line telephone? I may be able to do that for you. How long do you need it?

Depends on what the design center is. If he wants it for any microphone, then he needs to at least get close.assuming that you actually need 48 V.
