That's not a WAV file. WMA is Windows Media - Audio. Do you have Audacity 1.3.12 and did you install the FFMpeg software plug-in? I thought that combination would open WMA files.

You should get the lame software that comes with the version of Audacity you got -- and from the same place. You shouldn't use legacy versions.

You could start with the telephone filter. Launch the Graphic Equalizer and droop everything below 300 and above 3000. Try different frequencies to get the effect. It's not actually overloading Audacity. You're overloading your sound card. You should be able to plug the Headphone Output of your sound device (tape machine) into the Stereo Line-In of the computer sound card (sometimes blue).
