There are certainly Line to Mic adapters which is relatively easy to do. Line or high level audio is relatively controlled and well behaved and it's easy to reduce the level to something a microphone system can handle. Audacity, and you should be using Audacity 1.3.12, not 1.2, is not a good program to work with remote handles. It's a very simple program and likes running on very simple computers. Do you have any other sound software running, like Skype or other audio production packages? Skype in particular is not a good neighbor. Go into Apple > System Preferences > Hardware > Sound > Input and make sure your built-in microphone is selected and the blue sound meter jumps when you talk. Then...

This is ringing bells. You can get uncontrollable overloading if you're plugged into the wrong computer input. It's unusual for an analog Line-In (blue) not to have volume controls somewhere. Are you sure you're in the Record side of the Windows Control Panels? There are (or were) two different Windows panels and they looked very similar. Each input "device" should have its own little volume slider...
