This may be where history is important. Did you Install Win7 or did you "upgrade" to Win7? Did the original machine have Audacity 1.2 on it before you upgraded? Flesh this out. We need to taste and feel your machine since it's obviously confused.

I don't like those controls. They're a little magic.

Split the track and use the Envelope Tool on one of the tracks to dip the volume as needed. It's less useful to boost the volume. Then Make Stereo Track and Export.

The drop-down menus in the panel to the left of the blue waves has provision to split, assign, and then recombine tracks. Do this before you Export Multiple.
