There's one more hidden possibility for problems. Did you get to Snow Leopard by "upgrading" from Leopard and from Tiger before that? I'm about to blow away a Tiger install and put in Snow Leopard fresh in a wiped, clean drive to avoid multiple upgrade errors.

You have to build it. Run Effect > Equalization. The blue line in the middle is a rubber band and you can push it around with your mouse. Make it look like this...

You can start by applying the equalizer tool in the "telephone" setting: drop everything below 300 and above 3000. There may even be a pre-baked filter that does this.
Then apply Effect > Leveler about three times at maximum compression.

In Audacity 1.2, it's hidden in the preferences, one reason why nobody uses Audacity 1.2 any more.

The WAV sample frequency is supposed to be 44100. That's the common sample rate for Music CDs. Don't confuse that with compression data rate. Are you sure you're exporting to an MP3 file?
