All lame does is provide the software to produce an MP3 file. It doesn't affect the basic Audacity. DO NOT post an MP3 sound file. MP3 creates sound damage and you can't stop it. We can't tell the difference between your mistakes and the MP3 damage. If you remember where you got your Audacity 1.3 so...

Can you post for or five seconds of your voice? In Audacity 1.3, Tracks > Stereo Track to Mono. File > Export > FLAC.
Then use the upload and posting instructions at the bottom of this page.

The Audacity Projects, managed by the AUP files (AUPs are not sound files) will open up in higher versions of Audacity.

Never do production in MP3. MP3 is a delivery format. It has trouble maintaining critical music note timing and the compression (which you can't stop) causes progressively more severe sound damage as you go.

Audacity 1.3 has the Time Shift Tool. Two black sideways arrows in the tool chest at the top of the work window. You can select one track and push it earlier and later.
