Adobe Audition has link check boxes for both Normalize and Amplify. [X] Amplify Lock L and R [X] Normalize L/R Equally Both default to checked. Do you get the right amount of flat line in place of the dialog? Or does the end of sentence one meet the beginning of sentence three with no interruption (for example)?

Where is the dialog coming from? Connection information, microphone type, part numbers? Which Windows?

We may need to wait for one of the Windows Elves. The different computer families have different problems with extra software.

We're doing this little dance because MPEG1-Layer 3 (MP3) is a paid, licensed product of the Fraunhofer-Gesellschaft company. It's not free.

It's pretty easy to vet the effectiveness of a wind screen. Try the microphone with and without screen and smash the two sound tracks together. If there is an obvious tonal shift, you get to decide whether or not you want to use it. The blimp and the furry animal on a stick contribute no tonal shift...
