you can get 'fake' speed change by changing the sampling rate the "wrong" way.

Black down arrow to the left of the track > Set Sample Rate.

If that works, I think you can export the track, import it and do it again.

The short answer is 1.3 has been designed around modern operating systems and is much more likely to get you through a show without crashing and damage. I have a newer Mac that won't launch Audacity 1.2 at all. The much longer version is better tools and more of them. The Noise Reduction in Audacity...

So Audacity.app isn't an executable. It's a special folder.
