There is also the uncomfortable prospect that if it's old enough, your sound card may no longer be supported. This is the down side of continuing to update an older machine.
If none of this works, see if there are Win7/Vista drivers for your card.

You can install both Audacity versions. You can not run them at the same time. Audacity 1.3 Projects will not open in 1.2, but stand-alone sound files like WAV and AIFF open in both. Audacity has no problem with files at 48000. The test files on my web site are at 48000. That's the video sound standard. 44100 is the Music CD standard. How do you know the downloaded files are MP3?
