Exactly correct. That's called Recording Latency and you can correct it in Audacity 1.3. Audacity 1.2 is very old and no longer supported, patched, corrected, or updated. This is a sore point as most often you want Effect > Amplify for music or voice, but Effect > Normalize is the one with the DC management tool. I would remove DC before any other effects. AUP files aren't music. They're Project Supervisory files. To get Audacity to give you a Music File, you have to Export one.

This isn't Audacity. Windows has features to make conferencing and communications better. The features tend to mess up musical or entertainment recording.

Windows assumes any file it doesn't understand or want to bother with is a Windows Media File.
