There is a pull-down next to each one of the timer windows. Open them and select hour, minute, second, millisecond.

Where are the headphones plugged in? If you unplug the USB microphone and then plug it in again, Windows may try and record your voice from the microphone, but it may also send your playback to the microphone instead of the headphones. Reset in Windows Control Panels.
