If your USB device keeps coming and going, then you may have a bad USB cable or the tape machine itself could be bad. That's not normal. I think you can shift-select or drag-select multiple tracks in Audacity 1.3 and Effect > Amplify will work across all of them.

The best you can do with two USB microphones is Aggregate Device which jams them together into one. This works best with two identical microphones.
