You can get that if you accidentally magnify the waveform. Cursor over to the vertical stripe to the left of the waves so the cursor turns into a [+] sign. Press and hold the shift key while you click. It may need multiple clicks to bring you back to normal, +1 to -1.

In Audacity 1.3, you could have Transport > Sound Activated Recording turned on by accident. If you rip the AC3 and the show is in 5.1 surround, chances are the music is on the surround channels FL, FR, RL and RR, and the voices are in the Center. You can take it apart that way.

The short answer is no. You can't take apart a mixed show. This is one exception and that's Effect > Vocal Removal. Because setting the microphone level is generally done at the analog level, before the digital converters grab the sound. Once the show is USB, it's too late.
