Does this mean you press play on the cassette machine or press the power button? The cassette machine needs to be on, connected and recognized by Windows before you even think of starting Audacity. Audacity only scans for tape players when it wakes up. If you start or connect a player after Audacity...

One other note. See if there's a driver for the UCA202 or other devices in that series, not necessarily the specific one you have. They all should "look like" the same device.

Does the microphone slider under Win7 do anything? These things as a general fuzzy rule identify themselves as a straight USB Audio Codec and that's it -- like your XP machine. The Win7 version is Microsoft's attempt to second-guess that you're plugging in a USB microphone and attempt to communicate...

I do this process upside down. I burn home Music CDs and I play them on a crappy, portable CD player on the theory that if they play there, they'll play anywhere. That's the two bowling balls on the sidewalk problem. No matter how carefully you start two bowling balls running down the sidewalk, they're not going to in sync then they reach the Tesco/7-Eleven (I just made that up). That's a Feature Request. Audacity has no Import-Append.
The best bet is import them all and they stack up on their timelines. Then select each and Copy - Track-One - End - Paste.
If they're all MP3s, you might be able to use one of the MP3 editors like MP3Split.

Most settings of noise gate can do that. The problem is the first time you get any music above the set threshold, the noise comes back. It's only velvety quiet as long as you don't have any show. Noise Gate isn't the magic everyone wants it to be. You might make good use of Effect > Noise Reduction....
