You won't have to rescan if you start Audacity after you plug your equipment in.

Plug your guitar in and Windows finds it and configures it for use. Start Audacity and it asks Windows "'Sup?" What do you know?

If you install the FFMpeg software package, Audacity will open up the sound part of many video file formats. After that, you can find each of the comments and "do something." There is no "I screwed up" filter, so you'll need to select each word or sentence and either reduce them ...

That's probably Windows helping you. Turn off Windows Enhanced Services.

A very common problem is trying to run USB audio equipment through a USB hub with something else. That only works if the USB device is the only thing plugged in and is a valid way to extend the cable length assuming the hub is wall powered. No fair running the hub with keyboard and mouse.
