Edit > Preferences > Effects. You can tune what or whether Audacity looks for effects or not. A whole bank of effects will be removed, you can't pick and choose.

Saving one Audacity Project file (2.4MB, about 14 minutes duration, 32 'channels to it, 16 bit, 8,000hz) to .WAV. I don't think you can Export a standard WAV for that. You have to use Other Uncompressed Formats - WAV and do it that way. Standard WAV Export will insist on rendering to Stereo. That's...

Yes, all that. But if it's simple rumbly, throbbing wind noise, you can do a great deal of good by simply reducing all the frequencies below 100 Hz. We wouldn't dream of shooting voices outside without the 100 Hz filter engaged in the sound mixer.

So does that mean any range of frequencies that have been pointed out as noise will be removed? Yes. If you have the removal part of the effect set up like that. That process usually results in terrible voices, so an additional layer was added that shuts down noise removal in the presence of voices...
