No, but you can buy a SMPTE timecode generator and put that (an audio signal) on one of the Audacity recorded channels. I think that's the closest we get to accurate time. It's possible on some computers to record "what your computer is playing" internally and the presented sound and the recorded sound should be the same. It's also possible to record your laptop's microphone and speakers and that will sound pretty awful. http://manual.audacityteam.org/o/man/...

Missed one. Once you drag-select a segment, Audacity will play that segment as many times as you wish, but the instant you click anywhere else, the segment selection vanishes.

As far as I know, Audacity still doesn't have In and Out points or Edit Markers. Labels are single pointers you can use to define one single time. Audacity, even with the fancy extensions will not edit or export a Windows Media Video file. You need a video editor for that.
