Most of that is pure tone-skipping autotune, but there's also that furry effect you might be able to replicate with Effect > Leveler or Effect > Hard Limiter, followed maybe by a little Effect > Equalize to mute the harsher overtones. I don't know that I would have called it a "radio" effect. It sounds like "fuzz guitar" effect for a voice. I'd probably copy a clean (sometimes called "dry") voice track to a second track and apply Effect > Hard Limiter or Effect > Leveler to the second track. You can ...

I'd be recording at 48000 instead of the Audacity default of 44100. 48000 is the television/video sound standard and 44100 is the somewhat lesser quality music CD standard.
