While you have everything on your timeline, Import your sound effect and it will appear on a second timeline underneath everything else and play at the same time. Then use the Time Shift Tool (sideways black arrows) to slide the effect where you need it. Copy and Paste for more.

Going from 16 to 32 is lossless. The quality of the target is very much higher than the source, but the return trip you're going "downhill" to a lesser quality format, so Audacity has to "guess" at some of the data values. And again, we're talking vanishingly small errors in Musi...

I can tell by my Spidey Sense that you want to record a round-table with a bunch of people speaking. Perfectly valid, but please note that you will also be recording the room. 1. Presumably I can save a new recording as .AUP and reload it into Audacity as many times as I want with no loss due to saving. You're not saving an AUP. Audacity slows down as the hard drive fills up. Can you off-load some of the music onto another drive to see if that helps? Audio takes a lot of room and drives fill up quickly.
