The real name of MP3 is MPEG1 Layer 3. It was called MPEG before there was an MPEG2. It's the sound channel for an early video format and that's normal. Koz

Traditionally, we create a second track under the first one and put the insert material there. Then use the Time Shift Tool to move the work into position and then the envelope tool to customize the transitions. You can do all these jobs at great length without seriously disturbing the original work...

It does sound to me like dirty USB power. USB microphones need to have power from somewhere. We have several that have batteries, but it's possible to get power from the computer itself -- down the USB connection. Did you determine what you were doing wrong during the recording? It's far and away better to produce a good, clear, even recording than to try to patch mistakes later. Which Windows?
Audacity programs 2.0.0 and after have Effect > Notch Filter built-in. No external software is needed.
