In Audacity 1.3.13, MP3 Export Quality was set in Audacity > Edit > Preferences. We long since changed it to an extra step during the actual Export which is where most people expect to find it. Without reading between your lines, you may have chosen a lower than required MP3 quality value. When you export to MP3, 64 is the lowest value that you can possibly use for a stereo show and 32 for mono. I'm trying to think of a way Audacity could generate a feedback loop (what it sounds like), but I don't know that I can. Do you like to record internet audio? Are you familiar with Stereo-Mix as a recording device? Audacity > Edit > Preferences > Devices > Recording. What do you have selected there?...

How did you get the file?The file is a recorded telephone conversation recorded from a VoIP system.
Will Audacity play anything else?The same file in Audacity has the noise.
Pull this short sound file down and play it in a fresh Audacity.

A note on backups. You should not record for multiple hours before saving your work. Audacity will not save a sound file. Audacity saves Projects. Projects save individual tracks, positions, editing points and general presentation, but they're not sound files. You can Export a WAV (or MP3) file. Tho...

1) It's probably easier editing later if you keep everything on one track. You don't have to use Pause. You can Stop completely and Append Record at any time with Shift-R. That will put your new dialog right at the end of the old every time. You can also press Control-M during the dialog to place a ...

You also inadvertently violated item number three. Every time you compress audio it gets rattier and harder to process. You went through two compression steps, the original video and MP3 -- each contributed sound damage. Koz
