If you mean you have two tracks one above the other? Then File > Export.

Audacity will automatically mix down whatever you have into one track.

The poster discovered a work-around when he was arranging to provide much longer sound clips. He prepared some of the work for delivery to me and the problem vanished. I'll cross-post the dialog.

Machine latency is not adjustable. The delay between sound arriving at the microphone and the sound leaving the headphones is the processing time inside the computer.
