Aggressive virus protection can do that. Disconnect from the network and pause or close the virus software.

Desperation settings should be 44100, 16-bit, Stereo. "Stereo" is set in Devices. If that works, try upping the sample rate to 48000 (Video Standard).

If that doesn't work, try Mono instead of Stereo.
