Yes. Effect > Change Tempo.
That effect is pretty fast, but the quality may be a little ratty. You can also try Effect > Sliding Time Scale... and tell it not to slide. Just work as a standard tool. It's slower, but tends to sound better.

Compress Ratio can be a negative number like it says in the slider panel notes.I looked at "Chris’s Dynamic Compressor plugin for Audacity" and it appears to be a compressor only. Am I missing something?
