Turn your speaker or headphone volume down.
Select one track with the button on the left. Effect > Amplify > New Peak -3dB > OK.
Now do that to the other one.

That's a sampling error. The first part is 10% slow. Here, I corrected it. I can think of two ways to tell when your recording is trash. View > Show Clipping . And past that you're not doing audio production and editing anymore. You're doing surveillance and industrial manufacturing. Out of our league. There are some very nice software packages for that complete with sticky time stamps and auto archive.good for up to 12 hours of audio.
