Isn't there a Sliding Pitch Shift or something like that? Can't you get close with that? You may need to do it in multiple passes because a real Doppler shift gets much worse when the car/bus/train is closer than further away. You may also need the Envelope Tool which lets you get louder the closer ...

I think you have the symptom backwards. Older recordings were produced preserving the artist expression, voice management and dynamic range at the expense of overall loudness.
