You can try the Envelope Tool (two white arrows and bent blue line). That allows you to change individual words and phrases as you wish.

Right then. Part of the application of Steve's Limiter is following it with Effect > Amplify to -3? Or is that only if I'm preparing client delivery? I accepted the latest submission and ran it through what I perceive to be the accepted process, and I got the -60 noise and the -3 peaks in good order...

What you did was hide massive clipping so Audacity couldn't find it. What's saving you is the damage isn't enough to be audible. If it was, you'd find that it didn't go away. Hiss is deadly to remove particularly on music. On voices you can play timing tricks and hide some hiss behind that, but music is a problem.
