No, because you didn't post a sound file. You posted an AUP file taken from an Audacity Project. AUP files are text, not sound. You need to create a sound file by exporting one.

First level maintenance is to really reinstall Audacity. As part of the installer package, Audacity will ask you if you want to save your old settings. The default is you do. Install again and this time say no, you don't want all your old settings.

Audacity already handles sound values over 0 dB. Audacity works internally at 32-bit floating which allows high volumes without damage.
