Noise Reduction is in two steps. Drag-select some pure noise—noise that's not mixed with anything you want to keep. As DVDdoug above, doing original production in MP3 is a terrible idea. MP3 burns in compression distortion, it gets worse as you edit, it's permanent, and you can't stop it.
