Did you try restarting the machine(s)? Any reason you don't record on the Mac side? It seems to be you're making it needlessly complicated.

Effect > Change Pitch.
I think you'll be doing it manually. Select the first segment > Change Pitch up. Select the second segment > Change Pitch down, etc.

One way to see what you did is to import both the old and new ringtones into a fresh Audacity and compare the blue waves. That's another reason it's handy to have the old MP3 around.

That should have worked. You can also use Effect > Amplify. If you use that tool, you can watch the blue waves get bigger. Export a new ringtone. I wouldn't export the new ringtone on top of the old one with the same filenames. Either change the filename to something different, or make a safety copy...

If it doesn't have to be surgically accurate, you can do it by hand and get really close. Drop-down menus to the left of the track > Split Stereo Track To Mono. I think part of this is a monitoring problem. You can set Audacity into a monitoring or diagnostics mode. Right-click inside the red recording meters > Start Monitoring. Stereo Mix is the system that contains Everything Playing On The Computer . So when you overdub with Stereo Mix on, Audacity will make the second track, the overdubbed one, with Everything.
