Your last problems have to do with shortcomings in the computer. I think I can get you on the road by simply stop using the computer for recording. Of course you do have to get good at driving the H4n.

Which Windows? My Win7 machine had a Control Panel with little sound meters that bounced when I talked. I bet your sound meters don't bounce. If they don't, Audacity is never going to work very well.

We used to blanket recommend USB microphones and microphone systems as a way to get very good quality and performance at a very low price. We don't do that any more. Zoom H4N Handy Portable Digital Recorder Cool. Plug the Shure microphone into the bottom of the H4N with a short XLR cable and tell the H4N to record from it instead of its own built-in microphones. There is one known oddity. Plug in everything and power it all up and then start Audacity. Doesn't work backwards unless you explicitly tell audacity to search for a USB connection with Transport > Rescan Audio Devices. Audacity gets the show from Windows, so if Windows can't find the PhonoPre, this...

Audacity generates a blue steady line that sometimes almost goes to the top of the audiotrack. That's not sound. Chances are good that's DC offset. There's battery voltage leaking into the sound.
