You can wait until you have the basic tools installed and working. If you get too far ahead, you can be fighting problems that are easily solved using tools we haven't covered yet. Improper use of compression can make noise problems worse.

Old game console, not old radio console.

You could try multiple passes through Effect > Leveler to get the distortion up and then once through Effect > Vocoder.

Cellphone recording? Personal recorders don't capture the far side. Any voice you did record is cellphone echo leakage, and no, there's no good way to bring up the background voices or clean up the recording.
