I think the only thing wrong is the laptop fan going on and off. As far as I know, I only got one voice sample with both fan and no fan and I didn't do the analysis, flynwill did. Nope. The other poster was on a Mac. There is a giant pit in the middle of Overdubbing. Unless you make very serious arrangements you can't hear yourself live in an overdub session. If you try, the session will record right, but your live headphone music will be late (and probably drive you nuts). A...

I just did a latency setting process on Audacity 2.1.1 and it worked almost perfectly. I did an Overdub recording with my studio speakers (I know. You might also find that the Phono Preamp is out of balance and not the cartridge at all. If you're not using a phono preamp in the system, you should be. If you determine to fix it at the arm, I would replace the cartridge. I can't think of a defect in the needle which would cause channel imbalance...

That's a constant complaint of mine, but you may find that the bouncing sound meters are affected by the channel balance controls.

It's good you checked Mac Preferences. So the Mac knows it's there.
Order of appearance is important. Could this be as simple as restarting Audacity? Audacity will not automatically check for new USB devices after it starts.
