Bubbly, distorted, honky voices are generally caused by overuse of Noise Removal, or possibly just using the tool wrong. Noise Reduction isn't an open-ended tool. When I do the Amplify test after Normalizing, it shows 3.0 But if you do that to an older original raw recording , I bet it shows around 3.0 or very close to it. I also bet if you do that to your mystery raw recording, it's much louder than that, say closer to 1 or even 0.5. That would account for ...

Is turning the volume down the only way to prevent this? Yup. As above, when you're under the protective umbrella of Audacity, that's not serious damage, but the instant you leave, the damage becomes apparent and it's permanent.
