This is what Audacity looks like to do that. You may have to zoom your browser wider or scroll to see the whole thing. This is a John-Noel segment heavily edited. I know some of it doesn't make sense in either English or French. Listen to the narration rhythm and flow (attached). You can do all the French you want if you overlay the translation like that.

There is one other possibility. Are you sure all the Windows programs and services are turned off? I got a new computer from the IT people and I could not make it pass sound quality control. my logic was to set the mixer up with the minimum gain and volume settings required to get a signal. That will give you the most noise. You'd be stuck with two separate voice tracks. Trying to do simultaneous translation with a mixed track, while not impossible, would be a months-long nightmare.
