That sound device has a sound meter built-in. See how it compares with the Audacity meters. I would start out life with the bottom green light on, the next one up flashing and the red light never. Some makers cheat. They may display the red light before actual sound damage and an occasion red flicke...

Non-recoverable except via hard reboot. As a rule, Audacity can't do that, but Audacity can step on sound drivers and drivers have a direct path to Windows. Does British English or other special purpose English use the comma? Change to British English and see what happens.

my PC does one of those Windows 10 random restarts. I'd be really concerned about that. Healthy Windows machines don't restart in the middle of a task when they feel like it. If ACX kills a submission, they usually say why and suggest possible remedies. It would be good to get other opinions.

And if you do have a terrifically small MP3 sound file, making a highly compressed MP3 file by accident will sound like what you got. Flangy and digitized. which picks up too much ambient noise for a good recording. Volume sliders affect everything. If the ambient noise is half as loud as your voice, then it will stay half as loud no matter where you put the volume slider. There's no such thing as turning your voice up and not affect the ambient noise...
