There is a desperation method to getting full size waves. Record in stereo (two blue waves). The bottom wave will be flat and the top wave will be full size. Could be you're not recording from the mixer. Do you know where the new machine's microphone is? Scratch that and the performance microphone.

Did you open up Audacity after you plugged in the Steinberg? Audacity searches for new devices when it opens. If the device isn't already there and settled, Audacity won't see it.
If you had Audacity open first, you can Transport > Rescan.
