The L/R pan slider to the left of the track can do that. Even if you do that to a mono track (one blue wave ), a stereo track will automatically be created in the background.

Audacity has Effect > Vocal Reduction and Isolation. If it's a mono recording (one blue wave) or two-track mono (two blue waves, but they're the same), you're out of luck.
