One of the things Import Raw does is ask you in detail about the technical specifications of your sound file. You will not be able to do that, so Import will fail, or do something unpredictable.

Vocaroo sounds sort of louder for me than Audacity. It's not unusual for audio applications to come with their own, individual playback volume controls. I got a passable Noise Reduction to work on your supplied clip, but I don't speak French, so I can't tell if I did a good enough job or not. That's on another machine, so it will take a bit to post it. If it is barely usable, then it means nothing because I know what happens to small airplane noises...
