Is there any reason you don't use Chains (Audacity Batch) to load a sound file, send the cursor to the end and paste a pre-baked 3-second silent sound file? Export and Repeat. I'm not entirely sure where to go with that. The supplied clip has very low volume voice over a bed of high noise. Offending Characters such as "/" and "\" aren't the only way to miss an export. Under some conditions, Audacity will try to save new sound edits to the program directory. Windows thinks that's a terrible idea.
Try exporting to the desktop just as an experiment.

Crunch that gets worse as you get louder? If you punch it and then just let the note slowly die out on its own, I bet it hits a volume where all the buzz goes away and it turns into a regular dying note? Go into the Windows setups for sound and see if there isn't an adjustment for volume or a config...

I also downloaded the Fender AISO driver but it didnt seem to affect things. It wouldn't. Audacity doesn't easily or directly support ASIO.
