Totally possible. That's overdubbing. Play the original track into your headphones (it has to be headphones) and sing to it, several times if you want. I'll give you the links in a minute.

Look at the Audacity Device Toolbar. Are you trying to play music to your sound system or back to the turntable? Missed one. I think Audacity only uses one processor, so having multi-processors isn't going to help.
And don't run anything else while you're doing this. Not kidding. Turn off Skype, don't let it loaf in the background.

Does it still do that if you change the project to 16-bit, 44100, Stereo or Mono? Last I checked, Audacity runs in 32-bit, not 64. You have many of the symptoms of a computer that can't keep up. When you overdub, the computer has to play the backing tracks perfectly and record the new work perfectly...

Which Behringer, which microphones and which Audacity (in numbers)? I know you don't have this problem, but just to cover it, Audacity checks for connections when it starts. So connect everything and then start or restart Audacity. You can also Transport > Rescan. What happens when you listen to the...

Nope. The microphone and Icicle pre-amp should have produced a delightful mono (one blue wave) presentation.
