Stop trying to record in Stereo. Switch to recording in Mono (I believe the Focusrite can handle that). Mono is a single blue wave that will automatically play to both left and right. You can try changing Audacity sample rate to 48000 from 44100 in Preferences > Quality. 48000 is the digital video sample rate for both NTSC and PAL video.
I would expect the video editor to automatically know about the speed changes. What are you using for a video editor?

That's Disaster Recovery.
I got nothing. The voices are too far in the mud to use Noise Reduction. You can try Effect > Equalization: Telephone Filter, but that also makes the voices sound like a telephone and may not help clarity.
We'll see what others think.

Export and Import should not do that, so something else must be happening.
What happens if you start with one of the clips, do nothing to it except Export and Import. Does that get the volume boost?
