You can get a fuzzy cousin to what you want with Effect > Normalize (attached).
That one is goal oriented. "Always put the sound peaks at -3.5dB." and the setting is sticky.
You can't define the gain it uses, though.

The Steinberg has an output volume control on the right, but consult the instructions, that only affects the Steinberg analog output on the rear. Audacity doesn't get its sound from the turntable. It gets it from Windows. Close Audacity. I don't think Audacity will let you select two or more different sections of a show at the same time.
You can label as many different small portions of the show as you want.
