Without knowing anything about it past that, make sure you have Windows 10 driver software for your interface. Just "Windows" doesn't do it. It has to say 10. And don't use the plain Windows drivers if you can help it.

If the object is a "clean" Audacity reinstall, select reset preferences part way through. Otherwise all your preferences and settings will hang around.

That sounds like a broken radio-microphone, or microphone plugged into a theatrical radio system which then failed. That's beyond disaster recovery.

There's a fuzzy rule that if you can't clearly understand all the spoken words, the shoot is trash.
