When you reinstalled, there should have been an option to reset settings and preferences. Did you tick that box? Reinstalling Audacity doesn't reset Audacity.

I've never seen that before. DC Offset. Good you caught it. If it's worse than a very tiny amount, it will restrict sound volume because one side of the blue waves will overload (100%) before the other.
