I'm more than even sure this isn't it, but reinstalling Audacity doesn't reset Audacity. To make Audacity really start over, there's a selector on the Windows installer to tell the system to reset the Preferences and Settings. Click that. Anyone have a clue here? You didn't restart the machine anywhere in that list.
Drill down to the Windows Sound Control panels and see if Windows is getting any sound on its little meters.

You should do everything in WAV until you get to the posting or deliver to the client. And that's only if the client wants it that way. Your archive of the final edit should be in WAV. First off, you should be in Audacity 2.1.2 from here:

And the Windows installer has provision to reset preferences and settings. When that option comes up, say yes.
