You danced around what actually happens.
I start with a single sound track. File > Import > Audio. Select an MP3 file > OK. The new work appears right below my first track.
What part of that doesn't work for you?

Or not. It's good to find out why it's doing that. What is the fully qualified pathname for VO? If it has ~/Library in the name, then I don't think you're supposed to saving production in there, no matter what the permissions.Maybe it'll resolve itself in a future update.

Re: Plugin Conflicts and When to Compress
The only shortcoming I can tell is the word "Cathy" at 3-1/2 seconds. For some reason that word is stressed and turns into mild distortion when I process it. Everything else sounds like an audiobook, and you would even miss "Cathy" if you weren't paying attention. You can see it ...

Something is wrong.
I applied RMS Normalize and Limiter to your clip.
I'm not in a good place to stop and listen. I'll do that when I get home.

Re: Burn audio cd
I got tasked with creating client disks at work, so I found it valuable to have a crappy player. I do this at home, too. If it plays here, it will play anywhere. That's how I homed in on the best burning speed. Do Not use As Fast As Possible. I have a burner that produces ratty disks at 8X and perfe...

Re: Burn audio cd
after some time the CDs started to skip. You may find that stand-alone players turn to trash faster than built-in computer drives. This gives you the chance to rip the disk and make a new one just as its dying. This may be a Mac thing. If you have an important disk dying, look for someone with a Ma...

Re: Can't save or Export from 2.1.3, OSX10.12
It will now save to desktop ok. Right. That eliminates a whole page of possibilities. So that's the desperation method. Export sound files to the Desktop and then move them to where they're needed. There has been an unfortunate problem with Audacity that sometimes it tries to export to a System loc...

Re: Burn audio cd
In fact, WMP corrupted my Audio CD to be able to play only in WMP. Then it didn't make an Audio CD. There is only one sound format for Audio CD. 44100, 16-bit, Stereo. Most of the time you can arrive with other sound formats and the CD Authoring Program will convert it for you. Somewhere in the Pal...

Re: Can't save or Export from 2.1.3, OSX10.12
That clearer? Yes. File > Export Audio (if you don't have it already). Shift-Command-4 and draw a box around the export dialog. Attach the Screen Shot... Scroll down from a forum text window > Upload Attachment, etc. I attached what mine looks like. I have an earlier version, but I can't think of a...
