I didn't say anything about mono sound file in the paper. It's not critical, but it's recommended......

No it doesn't. It has to be quieter than -3dB. The Limiter setting was chosen at -3.5dB so your conversion from WAV to MP3 doesn't bump you up over -3.0dB.my peak lvl has to be -3db
WAV to MP3 conversion can affect volume and it's unpredictable.

One oddball observation. Are you in Mono (one blue wave)? Some of the correction tools can act wonky if you're in stereo (two blue waves). It's not a shootin' offense, but ACX would really rather you be in mono and stay that way through the whole show. They will accept stereo if you insist.
