I quit Audacity and then relaunched and created another Project. I attempted to apply the Equalization effect and it crashed. Proving the problem has nothing to do with Effect > Equalization. One poster had us going for several days when the tools just would not work right. They kept getting voice presentations miles away from normal.
Turns out they were not using Audacity 2.1.3. RMS-Normalize requires the software services available in Audacity 2.1.3.

I published an audiobook mastering suite that includes the correction tools that make a lot of these adjustments automatic. There's another handy-dandy solution. Noise Reduction works on noises that don't change over time such as fan noise, or microphone hiss. It doesn't do well with noises that change such as background voices ... or crackles. Reaper is a paid audio editor. It seems to accept anything including MIDI. A note here. MIDI isn't music. It's just instructions for something else to make sound. Right-Click or Control-Click the file > Get INFO.
Does it say something.zip and is the size under 2MB?
Audacity forum restricts both file types and size.
