If the sibilance is really excessive you could de-ess twice: I wonder how much of this you can help with a sock over the microphone. Too many makers are producing microphones with piercing sound because it's "more professional." It's not professional to need multiple layers of correction ...

i had to import my mp3 file using the raw data option. That means it almost certainly wasn't an MP3 file. Audacity understands those just fine. Install the FFMpeg software and Audacity will recognize many more different sound files. http://manual.audacityteam.org/man/installing_and_updating_audacit...

I don't know about dropped frames. What happens with natural speech is the system senses a restriction in the data rate and the data processing gets stiffer to try and make up the difference. That's when it sounds like talking into a wine glass or milk jug. Then it sometimes snaps back to normal and...

Neither Amplify nor Normalize do what most people want. They're simple, brain-dead tools. You might like Chris's Compressor.
